Last I heard from SQA was that they would not consider a level 1 award and that was why the existing ESOL literavies award was to be pitched at level 2. They explained each level as a continuum not a fixed point.
I will make enquiries and see what I can find out? I'll ask my team if they have any good ESOL litsracies resources they could share regardless.
